Article Published: Friday 28 September 2012

Former Wales centre Gavin Henson is set to make his comeback for London Welsh against Stade Francais in the European Challenge Cup on the 13th of October.

London Welsh plan to use Henson as a fly half bute he injured his cheekbone in a pre-season friendly match against the Scarlets .

Henson has missed the last month of rugby with a fractured cheekbone but has still trained with the Premiership newcomers.

"Gavin is training with us at the moment," head coach Lyn Jones told BBC Radio Wales.

"He's back on the field and running around, but just no contact yet."

Thirty-year-old Henson joined London Welsh in he off season after he was sacked by Pro 12 Rugby club Cardiff Blues in April.

"He's going to be fit for contact on 6 October and he's going to be involved, probably, in our first Amlin game against Stade Francais," added Jones who coached Henson at the Ospreys.

"He's excited and we're all excited to have him back. "

"We are just utilising him at the moment, and he's helping some of our back-three players improve their kicking and he's enjoying that responsibility.

London Welsh have been one of the surprise packages of this season's Aviva Premiership and have played four matches and won two already.

Marseille residents force out Roma migrants

MARSEILLE, France (Reuters) - Residents of a poor neighborhood of Marseille forced Roma migrants from their camp and set it ablaze in a vigilante eviction that French rights groups feared could set a precedent.

France is home to some 15-20,000 Roma, most of whom come from Romania and Bulgaria. Tensions over illegal camps, often on the outskirts of cities, have grown since the Socialist government made it harder for police to remove them.

Furious over a spate of robberies they blamed on the Roma squatters and unwilling to wait for a formal eviction, locals surrounded the makeshift camp in the north of the port city of Marseille on Thursday and ordered its 40 inhabitants to leave.

When the camp was cleared, they set fire to what remained: a few tents and washing machines.

"People say the government isn't doing anything so they take the situation into their own hands - this is what we had feared the most," said Fathi Bouaroua, an official at the Abbe Pierre Foundation, which tends to the homeless.

President Francois Hollande's four-month-old government has cleared dozens of camps and deported hundreds of Roma.

But after criticism of former Nicolas Sarkozy's hard line on Roma camps, it also made evictions more difficult - requiring a court order where previously an edict from a regional prefect had been enough.

The vigilantes in Marseille acted after being told they would have to wait for a court order, which could take weeks.

Locals had informed police of their plans. While officers were present they made no attempt to stop the eviction, which took place without violence, a police source told Reuters.

The mayor of the neighborhood, already plagued by gang violence and drug dealing, said she could not condone the forced eviction of Roma, but did understand the residents' irritation.

"They told me they were fed up with the situation, with having excrement everywhere," Samia Ghali told Le Figaro newspaper, adding that the new procedure was causing delays. "We need to stop sitting round tables and take decisions."

Further unlawful evictions were likely, she warned.

Roma are often accused of petty crime and littering.

In August, the government ordered dozens of camps cleared and sent hundreds of Roma back to their home countries, drawing European Union concerns over potential abuses of migration law.

Activists said the clearances had created a tolerance for targeting Roma, dredging up bad memories from the past.

During the Nazi occupation of France, Roma were arrested and put into camps along with Jews, prostitutes and homosexuals. Many died in the gas chambers. Roma camps remained operational in France even after the war, with the last closing in 1946.

Rights groups also drew parallels with the vigilante attacks during the Algerian War for independence, when locals hunted down North African immigrants. Many residents of the Saint Louis neighborhood in Marseille are of North African origin.

"Targeting a population and destroying its few possessions due to their ethnic background is a crime that recalls a sad time in our history," said Christophe Madrolle, vice president of Marseille's urban community. "Has the hunt for Roma begun?"

Family of slain US envoy sets up peace fund

U.S. Ambassador to Libya Christopher Stevens in an undated photo.

?

By Lisa Fernandez, NBCBayArea.com

The outpouring of support in the wake of U.S. Ambassador Chris Stevens' death has prompted his family in the San Francisco Bay Area, and elsewhere, to establish a fund to support innovative "people-to-people" ideas that further peace in the Middle East.

Stevens' brother, Tom Stevens, 46, an assistant U.S. Attorney in San Francisco, told NBC Bay Area on Friday that his family has established the J. Christopher Stevens Fund to award individuals and organizations who have good ideas on how to promote tolerance and peace in the Middle East.

"We just had this overwhelming response," Tom Stevens said. "We have received emails, texts, letters, flowers, you name it. And then Chris' Facebook page, it just went worldwide. We just wanted to put all these wishes to good use and see them carried out."

Chris Stevens, 52, was killed, along with three other embassy workers on Sept. 11 in Benghazi, Libya, a country where he was the United States ambassador. The White House has deemed the killing a terrorist attack, although the specific perpetrators and motives have not clearly been spelled out.

Stevens attended the University of California at Berkeley, and UC Hastings College of the Law in San Francisco. ?Most of his family, including his mother and stepfather, live in the Oakland and the East Bay.

He was the first U.S. envoy to be killed in the line of duty since 1979.

NBCBayArea.com: Wozniak wants to be an Aussie, live in New Zealand

The fund named after Christopher Stevens is officially a partner of the New Venture Fund, a nonprofit public charity in Washington, D.C., and should soon have an advisory board of members who will determine how future donations will be spent, Tom Stevens said.

Tom Stevens encouraged anyone who wants to donate, and anyone who wants to submit an idea for a project, to contact the family on the www.rememberingchrisstevens.com homepage. At this point of its early inception, Tom Stevens said the family is considering a number of proposals, but no grants have been distributed yet.

In general, Tom Stevens said that the board is likely to grant money to established groups whose mission is to help "build bridges" between Americans and people in the Middle East ? places where his older brother had worked including Libya, Tunisia, Israel, Syria and Egypt.

Tom Stevens said projects that will be considered for funding depending on the amount of money raised will "promote religious tolerance, cultural understanding, educational youth exchanges, and other people-to-people programs."

Plans to memorialize Chris Stevens have still to be finalized.

Poke War! Facebook Pokes Now Update In Real-Time

Facebok Real-Time PokesIn case Facebook Poking wasn't addictive enough, the Pokes page now updates in real time. That means you can leave your finger on the trigger and poke back the instant a friend pokes you. I've heard from a Facebook employee the feature was recently built by an intern, and bless their soul. Or curse it if you have something important to do, because you'd be surprised how quickly you can get sucked into a real-time poke war.

NASA cancels debris alert for space station

Plans to move the International Space Station to a slightly different orbit were called off on Thursday after controllers determined that two pieces of orbital debris would not pose a collision risk, NASA said.

Mission controllers had been monitoring debris from an old Russian Cosmos satellite and a fragment from an Indian rocket, and said there was a chance that the debris could come close enough to require an adjustment in the station's orbit on Thursday.

But NASA said additional tracking of the debris "resulted in a high degree of confidence that neither object would pose any possibility of a conjunction" with the station. As a result, Mission Control in Houston canceled the debris avoidance maneuver. Russian flight controllers endorsed the decision, NASA said.

Space junk moves so fast that it can puncture the station, so engineers try to give debris a wide berth whenever something comes close. Three spacefliers ? NASA's Sunita Williams, Russia's Yuri Malenchenko and Japan's Akihiko Hoshide ? are currently living aboard the station.

If the maneuver had been required, the engines of a European cargo ship docked to the station, the Edoardo Amaldi Automated Transfer Vehicle, would have been fired to make the move. A communications glitch kept the unmanned ATV from leaving the station earlier this week, as scheduled.

"Russian engineers told mission managers that they fully understand the nature of the error and are prepared to proceed to a second undocking attempt," NASA said in Thursday's update. The tentative plans for the debris avoidance maneuver meant the next attempt to undock the ATV had to be delayed until Friday at the earliest.

Once the craft is undocked, a pair of engine firings will send it down through the atmosphere to burn up over the Pacific Ocean.

Travelplanet24: from Startup to a successful company | Athens ...

A mini interview with the founder of www.travelplanet24.gr Philipp Brinkmann

How did you come up with the idea of launching a company?

I actually always wanted to be an entrepreneur because I liked the idea of creating something. That?s why I focused on entrepreneurship during my studies. The university I studied at (Munich Business School) is the university with the most founders and entrepreneurs in Germany. Many courses/classes about writing business plans were offered and we had many projects where we actually had to found companies.

The idea to found travelplanet24.com started at a beach in Milos during my summer holidays in 2004. The initial idea was actually to sell Greek ferry tickets to foreigners (Italians, French, British, German, etc). After researching the idea for some months I realized that there was no big Online Travel Agent (OTA) present on the Greek market at that time. Since I was living in Germany back then this seemed very strange for me, because online travel was already one of the most successful e-commerce business models in Western Europe. After considering it for some time I decided to move to Greece in May 2005 to start the company.

Why did you decide to base the company in Greece?

The reason for Greece is easy. I saw an opportunity on the market for a business model which was very successful at that time in Western Europe. In 2005 online travel was already a mature and proven e- commerce model. Together with books it was actually the top-selling product online. In Greece, though, there were only one or two websites which at that time were still very small and from a technological point of view not very developed. Since I am half Greek and already knew the language, it was an easy decision for me ? I just applied something that others had already successfully done elsewhere.

What problems did you face during the early years as a startup?

Obviously I was quite naive when I moved to Greece to start the company. I didn?t know anything about the Greek reality when it comes to bureaucracy and/or entrepreneurship. On the other hand, had I known all the facts, problems and obstacles from the beginning, I would probably never have done this step. The biggest problems were definitely the bureaucracy and other things like cooperation with banks, etc. To explain to an employee of the Greek tax office back in 2005 that we are planning to sell travel services online was almost the same like telling him that we are planning a commercial airline which is going to fly to the moon. Nobody believed us; nobody could imagine how this could work ? many people actually thought that we are gangsters and that we are going to steal money from consumers. What else would somebody do on the Internet? We had the same problems everywhere, also with the Greek National Tourism Organization in order to get the license, Banks in order to be able to charge credit cards, tax offices in order to get a VAT-ID, ?

After almost one year of feeling like Don Quixote fighting the windmills we finally managed to overcome all obstacles and to go live in April 2006. However, these were only the initial issues. Other problems we came across over the next few years were finding funds/finances to support our business as well as finding experienced employees. Since there weren?t many successful e-commerce companies in Greece it was extremely difficult to find experts in web development, web design, online marketing,? The last one is actually still one of the biggest challenges for us.

How did the company evolve during the following years?Over the following years things continued to be difficult. We were struggling with cash flow issues since it was very difficult to find investors who were willing to invest in an online company and also pay a fair price. Furthermore, we were constantly searching for the right people to cover key positions. On the other hand, we quickly saw that there was a serious need for online travel services on the Greek market and we were growing with growth rates of over 100% annually.

In the beginning of 2010 when we saw that things would become difficult with the economic crises we had three solutions:

? ? ?

The first one was to downsize and potentially decrease salaries or even fire people. The second one was to sell our company or to merge with a competitor. The third one was go abroad and compete with other international players on other markets.

We started with Poland in September 2010 and expanded to 10 more countries over the next one and a half years. This was the key decision during the last 6 years. Because of this decision we have 85 employees today and we are targeting a turnover of 100 million euro for 2012.

What are your plans for the future?

Our goal is to become the biggest OTA in South Eastern Europe. Today we are already within the top five and we are growing faster than most of our competitors. Furthermore, we are currently opening a regional call center in Bucharest and hope to finish with everything until the end of the year. For 2013 we are planning to open an office in Latin America and to start our expansion there since the opportunities in this region are very promising as well.

What are the 3 most important things that you learned through your entrepreneurial journey?

1. Aim high! Set your goals and set them high. If somebody else has done something like this before, then why shouldn?t you be able as well?

2. Never give up! There will be times when things are going to be extremely difficult and when you think that you won?t make it. Don?t give up continue fighting, in the end you will succeed. If it would be easy, others would already have done it before you!

3. Invest in people! Make your employees co-owners. You can?t do it alone if you don?t have the right people around you and if they are not willing to work and fight as hard as you do, you will not succeed. They need to feel ownership!

What space do you think there is in the Travel industry for new startups?

I am not sure if there is still a lot of space in the classic OTA business, but obviously there are still some regions with opportunities. In other travel related business models I think there are still a lot of opportunities. A few examples would be:

? ? ? ?

meta search / price comparison engines innovative mobile concepts niche products like cruises, online booking of sailing yachts, ? business concepts like Airbnb.com are interesting and I think there is more to come.

What advice would you give to an aspiring entrepreneur set to launch his startup?

Everything I said under question six. The only thing I would add is that sometimes it makes a difference to have an experienced manager/expert onboard. What I want to say with this is that many startups especially the bootstrapped ones are very reluctant in hiring good managers because of the cost. We had exactly the same issue in the past. However, to have an experienced manager in finance or marketing in my opinion is the key to success and justifies the cost. Usually the company will benefit from an investment like this in the long run, even if the cost seems high in the beginning. Furthermore there are other options of remuneration than just salaries. Of course equity is the most valuable thing an entrepreneur has on the other hand if you don?t have cash it?s probably your only option.

There is a saying that the idea counts for 1% and the remaining 99% is execution, do you agree?

I totally agree. If you look at our company it is exactly what we did.

We didn?t reinvent the wheel! We didn?t have the super wow idea! We just took a mature and proven business model and applied it to a market where it wasn?t well known yet. After that the hard part was the execution. In my opinion the execution is what differentiates successful start ups from non successful.

6 Signs Your Long Distance Relationship Is Fading

It is not easy to maintain a long distance relationship. But if you have one, you must take care to keep it alive, for over a long period of time, a long distance relationship might not work. How would you know if your long distance online relationship is fading? There are certain signs you should look out for. The major 6 signs of a fading long distance relationship are listed below.

1. You communicate less

You have begun to communicate lesser and lesser. You do not find talking to him amazing anymore and the magic has reduced. Also, you do not look forward to talking to him again sooner. The initial excitement has faded and you now are looking towards moving on. It is a sign that the relationship is now fading.

2. He takes time to reply to your messages

You have sent him a message but he is taking ages to reply. If it is once in a while, the reason could be genuine. But if it becomes habitual, remember that he does not consider you crucial in his life anymore and it is a sure sign that your long distance relationship is now fading. You may also find that you do not want to be connected to him round the clock any longer.

3. He cannot find time for you readily anymore

Earlier, he was readily available to talk to you over the phone or have a video chat when you wanted. But it now seems that he is finding it more and more difficult to find time for you. The reason could be genuine, but if he really loves you, he will definitely find a way to be able to talk to you. But if it seems that he is putting no effort to be available for you, it could be a sign of a fading relationship.

Dolphin Browser HD 8.8 (for Android)

As far as Android browser alternatives go, Dolphin Browser (formerly Dolphin Browser HD) was a trailblazer when it launched with a laundry list of features, like gestures and custom User Agents that let you load mobile or desktop versions of websites.?A couple years later, most of Dolphin's competitors have caught up feature-wise, and Google keeps its stock browser the most standards-compatible.

However, thanks to a major performance update, Dolphin 8.8 swims ahead striking a fine balance between performance and speed, and retains our Editors' Choice for Android browsers.

Dress for the Occasion
Dolphin's UI is deceptively simple. Dolphin uses tabbed browsing that lets you open an infinite number of new pages by tapping the "+" sign. But a nifty feature here is that you can quickly scan through all your tabs by swiping across the top. In?Chrome, Firefox, and Maxthon, you have to tap a couple times to run through all your tabs.

Swiping in from the left gives you access to a dozen default (but removable) bookmarks, like quick links to new wallpaper and Wikipedia. Swiping in from the right unveils Add-ons and Themes, should you care to dress your browser for Christmas or Halloween.

The latest version freshens up an already crisp interface. Contextual menus are backlit with fluorescent green. The left sidebar gains a "Quick Access" drawer for key functions (such as Settings), a search button, and single-click bookmarking. The right panel loses Settings, but makes room for a visual tabs button. And every time you open a new tab, Dolphin now uses Speed Dial, Opera's visual bookmarking system, to automatically populate it with your favorite websites.

Add-ons make customizations more meaningful, bringing Evernote, Speed Test, LastPass, Web to PDF, and Amazon Search into your mobile browser. The selection isn't expansive, but there's a lot of utility to be gained. Meanwhile Dolphin Connect lets you sync bookmarks and custom gestures across all your tablets and smartphones. Unfortunately Dolphin isn't available on desktops.?

Gesture- or Voice-enabled Navigation
Dolphin is no longer the only Android browser offering gesture-enabled navigation. Maxthon also has it as a plug-in, while Dolphin's is built-in. I prefer Dolphin's.

With Gestures, you can draw symbols to perform commonly used actions. You tap on the Dolphin icon pinned to the bottom left-hand corner of the screen to reserve the screen for your Gesture. For example, to refresh a webpage, draw a circle. To open a new tab, an N. In addition to eight preloaded gestures, you can even create your own Gesture: I used a B to open bookmarks.

Sonar is Dolphin's voice-enabled navigation feature which you also access by tapping on the Dolphin icon. Yes, every browser takes voice input nowadays and Sonar doesn't perform any faster or more accurately. However in Dolphin, you can shake your device to activate Sonar. Subtle edge.?

Favorite Add-ons
Dolphin has a strong set of thoughtful add-ons to enhance your mobile browsing experience. For instance, I thought Dolphin's new Webzine feature would be superfluous, but it's now the first thing I open after launching Dolphin. Webzine aggregates online publications onto one page in a series of thumbnails. You tap a thumbnail to scroll through the publication's news feed, which displays titles and summaries in boxes.

Dolphin Battery Saver is an easy way to extend your juice by giving you the most energy-conserving settings, like auto-dimming and screen timeouts.

I also added Evernote, a screengrabber (handy on devices running anything below Android 4.0 and can't even take screenshots), WiFi Charger, Web to PDF convertor, the LastPass password manager, and a couple Web games. Most brand-name apps that have add-ons support Dolphin as well.

I really wish Dolphin's add-on page had a search bar so I don't have to scroll through them all. Also, I wasn't able to successfully uninstall add-ons within the browser itself. They just kept reappearing in my process tree. In the end I went through my stock Android setting to uninstall the add-ons.

Solar power startup to get subsidy: smart move or another Solyndra?

Solar power startup will offer lightweight panels for roofs that can't handle traditional load. But SoloPower is tapping the same federal subsidy program that failed solar power startup Solyndra did.

By Nichola Groom,?Reuters / September 25, 2012

SoloPower, whose lightweight panels are shown in this 2010 file photo, is preparing to tap $197 million in a federal loan guarantee ? the same program that solar panel startup Solyndra did before it failed. SoloPower executives say their target market is much different than Solyndra's.

SoloPower/PRNewsFoto/File

A tiny solar company named SoloPower will flip the switch on production at a U.S. factory Thursday, a major step toward allowing it to tap a $197 million government loan guarantee awarded under the same controversial program that supported failed panel maker Solyndra.

SoloPower has initiated a strategy to differentiate it from struggling commodity players in the solar panel industry. Still, there are several similarities between SoloPower and Solyndra - which became a lightning rod in the U.S. Presidential campaign this year after taking in more than $500 million in government loans and then filing for bankruptcy.

Like Solyndra, SoloPower is a Silicon Valley start-up and uses the same non-traditional raw material in its solar panels. And, like its now-defunct peer, SoloPower is one of just four U.S. panel manufacturers to clinch loan guarantees under the Department of Energy's $35 billion program to support emerging clean energy technologies. The DOE payments to SoloPower will come on top of the $56.5 million SoloPower has collected in loans, tax credits and incentives from the state of Oregon and the city of Portland, where its first factory will be located.

And, perhaps most importantly, SoloPower is entering the market at a time of cutthroat competition from cheaper solar products made in China.

Though global demand for photovoltaic solar installations is expected to grow about 8 percent this year, rapid expansion of panel manufacturing in Asia in recent years - combined with a pullback in government incentives in key European markets - has left a glut of solar panels in the market, sending prices down 30 percent this year alone.

Companies that make those panels are now struggling to survive. Even the world's largest solar panel maker, China's Suntech Power Holdings Inc, warned on Friday that it may be delisted by the New York Stock Exchange because its share price, which reached $90 in 2008, is now less than $1. Debt-heavy Suntech has also been hurt since it said in July that its partner in a solar development fund might have defrauded it with a bogus collateral pledge of hundreds of millions of German bonds.

POLITICAL PRESSURE

These struggles have heaped political pressure on the sector. Republicans, intent on taking back the White House in November's election, are using Solyndra and other U.S. Department of Energy loan failures to brand the Obama administration's green incentives a waste of public money and fountain of cronyism. Solyndra, for instance, was backed by George Kaiser, a major fundraiser for Obama.

As the failures accumulate, Obama is under pressure to show better results for the program.

Earlier this month, the Republican-controlled U.S. House of Representatives passed a "No More Solyndras" bill that would phase out the program for energy loans. It is highly unlikely to be taken up by the U.S. Senate or signed by Obama.

SoloPower says the comparisons to Solyndra are unwarranted.

The San Jose, California company's lightweight, flexible solar panels have a unique advantage, Chief Executive Tim Harris said in an interview. They are pointed squarely at commercial and industrial rooftops that can't support traditional panels, according to Harris, who said half of the buildings in the world can't bear the weight of heavy, rigid panels made with silicon. This includes many of the buildings that house warehouses and big box retailers, Harris said. In addition, he said SoloPower panels are commanding a price premium in a market that has become increasingly commoditized.

"We have way more demand than we have capacity at a very substantial premium price," Harris said in an interview. He declined to specify the premium SoloPower is able to charge, but said his company's product is best suited for markets such as Japan, Italy and Korea, which have high electricity prices and favorable incentives for rooftop systems.

The company has been able to raise more than $200 million in venture funding from investors including Crosslink Capital, Hudson Clean Energy Partners, Convexa Capital Ventures and Firsthand Capital Management.

"Before one dollar of the DOE loan is relied upon it will be demonstrable that this is a company that absolutely can manufacture a product that there will be verifiable demand for," said John Cavalier, a managing partner with Hudson Clean Energy Partners, which invested in SoloPower. "I don't think anyone will question the wisdom of making a loan of this nature to this company."

But some in the industry are skeptical of SoloPower's ability to succeed without having to lower its prices to compete with cheaper products from Asia.

"They are flexible and lightweight. Is anyone willing to pay a price premium for that? I would lean toward saying no," said Matt Feinstein, a solar industry analyst with Lux Research, a research and advisory firm that specializes in emerging technologies. "They have to compete head-to-head with the Chinese."

Google Car Zooms Toward Legal Status | KQED News Fix

by Zusha Elinson, The Bay Citizen
When veteran legislative staffer Howard Posner began working on a bill that would allow driverless, computer-controlled cars to roam California?s highways, he figured lawmakers would find the idea alarming.

They didn?t.

?Eventually, you might be on the freeway, and someone might not be behind the wheel,? said Posner, a consultant to the Assembly Transportation Committee, in an unusual moment of candor for a legislative staff member. ?By the time this thing rolls out, people will probably be more comfortable. But today they?re not, and I assumed the legislators would have the same feeling.?

The legislation pushed by Google, which makes the autonomous car technology, passed 37-0 in the Senate and 74-2 in the Assembly. It is now awaiting action by Gov. Jerry Brown.

In this video, a Google engineer makes a case for the driverless car.

In voting for the legislation, lawmakers on both sides of the aisle said they believed the technology would make the roads safer and keep California at the forefront of innovation.

The easy passage of the bill, which was sponsored by state Sen. Alex Padilla, D-Van Nuys, also showed the growing clout of the Mountain View company, said Rob Stutzman, who was deputy chief of staff to former Gov. Arnold Schwarzenegger.

?It was a powerful effort that they put together,? said Stutzman, who represents carmakers that opposed the bill. ?They picked a powerful author. They clearly lobbied the governor?s administration as well.?

Disclosure statements filed by Google show that the company repeatedly lobbied the Legislature, the California Highway Patrol and the Department of Motor Vehicles from October to July on the issue. During that period, Google paid $140,000 for the lobbying services of Jonathan Ross, from the prominent Sacramento firm KP Public Affairs.

During the 2009-10 legislative session, Google gave campaign contributions totaling $64,000 to 36 members and successful candidates for the state Senate and Assembly. It also gave $25,900 each to Brown and his unsuccessful Republican rival, Meg Whitman. The company has not reported making any campaign contributions during the current election cycle.

Padilla?s bill, SB 1298, would allow companies to test self-driven cars on public roads and require the DMV to draft rules governing use of the vehicles by the public. The measure also would define?a car?s ?operator? as the person sitting in the driver?s seat, or if there?s no one in the driver?s seat, the person who ?causes the autonomous technology to engage.?

A similar law won approval in Nevada last year, and Google is lobbying other states to follow suit. The company reported spending $8.95 million during the first half of 2012 to lobby federal officials on numerous issues, including the driverless car.

Padilla, who has a mechanical engineering degree from MIT, promoted the legislation in March at a press conference on the front steps of the state Capitol after arriving in a Google car.

?The vast majority of traffic fatalities and injuries are caused by human error," Padilla said at the time. "Can we utilize and incorporate state-of-the-art technology to make our vehicles and?therefore our roads and society safer?"

Currently, California has no prohibition against operating the so-called autonomous cars on public roads. The car uses video cameras, radar and lasers to drive in traffic and GPS to navigate. Google has driven its cars 300,000 miles without an accident while in self-driving mode, a Google spokesman said.

?We believe that the vehicle code should be updated explicitly to permit the testing and operation of autonomous vehicles in accordance with specific safety requirements, to ensure that any use of autonomous vehicles on California roads is conducted in a safe manner,? said Google spokesman Jay Nancarrow in an email.

California lawmakers gushed over the new technology as they cast their votes for the bill.

?It?s just a really cool thing that we?re going to have autonomous vehicles in California,? Assemblyman Bob Blumenfield, D-San Fernando Valley, said on the Assembly floor last month.

Working out the details of the bill, however, was not so simple.

Automakers were worried about their liability in the event that the computer driving a car malfunctioned. Privacy advocates worried about how Google would use the vast amount of travel data it would collect on each car. Some legislators initially wanted Google to come back for separate legislation to authorize driverless operation after more testing was done. The California Highway Patrol and DMV were uncertain about the new technology.

?Behind the scenes it was a real struggle,? said Posner, the committee consultant.

By the time the bill reached the Assembly Transportation Committee in late June, the Highway Patrol?s concerns, including who would write the rules of the road for self-driving cars, had been resolved, Padilla told the committee. But representatives for the California Highway Patrol, who would normally attend such a hearing, were not in the room at the time, Posner said.

Their conspicuous absence sent a message to everyone: ?They've been silenced by the governor's office,? Posner said.

A spokeswoman for the California Highway Patrol declined to comment. A spokesman for the governor?s office didn?t return an email seeking comment. Padilla declined a request for an interview.

In its final form, the bill would give the DMV authority to reject the use of driverless cars that did not meet its standards. The measure also would require that owners be notified about what data their car is collecting, but it did not resolve questions of liability.

?Google, and I don't mean this negatively, they wanted everything now,? said Posner. ?They didn't want to have to come back for subsequent legislation.?

Posner said he will soon retire after 40 years working for the state, and so he doesn?t mind being candid about the maneuvering behind the Google legislation.

?The benefits of this could be enormous,? he said, ?but if you don't do this right, there could be some horrific accidents.?
