Tornado in Colorado mountains is 2nd highest on record

The tornado that touched down on Colorado's Mount Evans last weekend is the second-highest ever recorded by the National Weather Service.

A twister that touched down in Colorado's high-country on Saturday is estimated to be the second-highest tornado ever recorded in the U.S. by the National Weather Service.

There were four different reported sightings of the high-altitude hit the northeast side of Mount Evans ? a prominent mountain located about 60 miles west of Denver. The National Weather Service estimates the tornado's touched down at about ?11,900 feet in elevation.


Bob Glancy, a?National Weather Service meteorologist?in Boulder, Colo., told NBC News that this tornado above the treeline is "not unheard of," but "just unusual." Most tornadoes in high terrain are weak, he said.

For the last two decades, Colorado has averaged 50 tornadoes a year. But Glancy said the "vast majority" occur on the plains east of Interstate 25.

Colorado Springs resident Josh Deere told The Denver Post he saw the funnel as he was driving with his family to the top of Mount Evans.

"As we drove past it, we were able to look back and had some spectacular views of it as it spun and then eventually broke up as it entered the mountain cove," Deere told the Post.

The highest recorded tornado?occurred?in 2004, according to Glancy, over Rockwell Pass in California's Sequoia National Park. That twister was estimated to be at 12,000 to 12,500 feet.

United Nations fails to agree landmark arms-trade treaty

UNITED NATIONS (Reuters) - Delegations from around the world failed on Friday to agree a landmark U.N. arms-trade treaty to regulate the more than $60 billion industry, opting for further talks and a possible U.N. General Assembly vote by the end of the year, diplomats said.

More than 170 countries have spent the past month in New York negotiating a treaty, which needed to be adopted by consensus, so any one country effectively could have vetoed a deal. Instead, no decision was taken on a draft treaty.

But this leaves the door open for further talks and a draft arms-trade treaty could be brought to the 193-nation U.N. General Assembly and adopted with a two-thirds majority vote. Diplomats said there could be a vote by the end of the year.

"We feel that we could have agreed (a treaty). It is disappointing that more time is needed. But an arms-trade treaty is coming - not today - but soon. We've taken a big step forward," said a spokesman for Britain's delegation.

One person every minute dies from armed violence around the world, and arms control activists say a convention is needed to prevent illicitly traded guns from pouring into conflict zones and fueling wars and atrocities. They cited conflicts in Syria and elsewhere as examples of why a treaty is necessary.

While most U.N. member states favored a strong treaty, activists said there was a small minority of states, including Syria, North Korea, Iran, Egypt and Algeria, who loudly voiced opposition to global arms control throughout the negotiations.

But ultimately, arms-control activists blamed the United States and Russia for the inability to reach a decision on Friday, as both countries said there was not enough time left for them to clarify and resolve issues they had with the draft treaty.

"Moving forward, President Obama must show the political courage required to make a strong treaty that contains strong rules on human rights a reality," said Scott Stedjan, a senior policy advisor at Oxfam America, which fights poverty and other injustices.

The draft arms-trade treaty under negotiation required countries to assess if a proposed arms export could be used to commit or facilitate a serious violation of international humanitarian or human rights law.

U.N. Secretary-General Ban Ki-moon expressed disappointment the meetings were inconclusive but was encouraged U.N. members will continue pursuing "this noble goal."

"The conference's inability to conclude its work on this much-awaited ATT, despite years of effort of member states and civil society from many countries, is a setback," Ban said.

"There is already considerable common ground and states can build on the hard work that has been done during these negotiations," he added.

POLITICAL COURAGE

It covered all conventional arms in the categories of battle tanks, armored combat vehicles, large-caliber artillery systems, combat aircraft, attack helicopters, warships, missiles and missile launchers, and small arms and light weapons.

The treaty would only have come into effect after it was ratified by 65 countries.

"Today was the day for political courage - not delays and dithering," said Anna Macdonald, head of arms control at Oxfam. "Some 50,000 people lost their lives through armed violence during the course of these month-long negotiations. The out-of-control arms trade must - and will - be stopped."

The negotiations on the treaty in New York were delayed for the first week by a dispute over Palestinian participation, which was eventually resolved by allowing the delegation to sit at the front of the negotiating hall but without the right to participate as states with voting rights.

Such procedural bickering was typical of the arms-trade talks, diplomats say, as countries that would prefer not to have a strong treaty tried to prevent the negotiations from moving forward. In February, preparatory talks on the rules nearly collapsed due to procedural wrangling and other disagreements.

One of the reasons this month's negotiations are taking place is that the United States, the world's biggest arms trader accounting for over 40 percent of global conventional arms transfers, reversed U.S. policy on the issue after Barack Obama became president and decided in 2009 to support a treaty.

But U.S. officials say Washington insisted in February on having the ability to veto a weak treaty.

It wanted to protect U.S. domestic rights to bear arms - a sensitive issue in the United States that has been back in the national spotlight after a gunman opened fire in a movie theater a week ago, killing 12 people and wounding 58 other.

A U.N. arms trade treaty would not "interfere with the domestic arms trade and the way a country regulates civilian possession," the U.N. Office for Disarmament Affairs has said.

The other five top arms suppliers are Britain, China, France, Germany and Russia.

Smartphones power record Samsung profit of $5.9 billion during Apple lull

SEOUL (Reuters) - Samsung Electronics Co, the world's top technology firm by revenue, reported on Friday a record profit of $5.9 billion for the June quarter, as rampant sales of its Galaxy S mobile phone helped stretch its lead over Apple Inc.

September quarter mobile profits are expected to forge further ahead as the latest Galaxy model enjoys a sales boom before the next iPhone launch, widely expected in October, driving Samsung's profit to a record of nearly 8 trillion won ($7 billion). The mobile business brings in around 60 percent of Samsung's earnings.

Profits of the handset division more than doubled from a year earlier, making up the major share of Samsung earnings, and the flat-screen business swung to a profit as LCD prices stabilised.

Samsung shares opened 2 percent higher after the results.

"Solid results from the TV division shows its resilience to euro zone crisis, while the mobile division has become a strong cash cow on the back of strong Galaxy sales," said Seo Won-seok, an analysts at Korea Investment & Securities.

"Weak memory chip prices remain the biggest concern for Samsung in the third quarter, but it will again fare better than rivals as its reliance on Apple, which tends to squeeze suppliers quite a bit, is small compared to the likes of Hynix and Toshiba. It'll have less margin pressure."

JK Shin, head of Samsung's telecoms business, told Reuters on Sunday that sales of the Galaxy S III, the most aggressive competitor to the iPhone, were better than his initial forecast of at least 10 million units in the first two months after its launch in late May.

It is also preparing a sequel to the popular phone-cum-tablet Galaxy Note later this year to counter Apple's new product releases.

Samsung, which earlier this year ended Nokia's 14-year reign as the top global handset maker, is estimated to have increased smartphone shipments to around 50 million in the June quarter, nearly double the 26 million iPhones Apple sold.

Apple shipments in the June quarter tumbled 26 percent sequentially as the European economy sagged and consumers held off on buying ahead of the release of the iPhone 5.

"Regardless of Apple's performance, Samsung will be strong in the third quarter," said Byun Han-joon, an analyst at KB Investment & Securities. "Actually, for Samsung, Apple's stumble is a chance."

Analysts estimated that Samsung will sell 15 million to 20 million of its Galaxy S III in the September quarter.

Samsung, valued at $160 billion and the world's leading maker of TVs, said April-June operating profit totalled 6.72 trillion won ($5.9 billion), in line with its guidance issued earlier this month.

That is up 79 percent from a year ago and 15 percent from the previous record -- 5.85 trillion won in the March quarter.

The company said it expected its third quarter -- July-September -- to be marginally positive as demand for consumer electronic goods, including smartphones and tablets remains strong.

However, it said it expected weak demand for PC DRAM to continue in the third quarter.

Song Myung-sub, a senior analyst at HI Investment & Securities, said chip earnings might pull back slightly in the third quarter.

"But the increase in demand for its products from Microsoft Windows 8 release in September and the iPhone in October will bring demand higher than supply," Song said.

Profit from the telecoms division more than doubled to 4.19 trillion won from a year earlier 1.71 trillion won, with sales of around 50 million smartphones - or 380 every minute.

Its semiconductor business showed a small decline in profit to 1.1 trillion won from 1.79 trillion won, following weak demand for NAND memory chips and computer memory chips.

The flat screen division swung to a small profit of 750 billion won from a year earlier loss of 210 billion won after a global fall in LCD (liquid crystal display) prices stabilised.

The TV and home appliances business returned 760 billion won, up from 470 billion won. Analysts have said the business has been buoyed by solid sales of high-end TV models with 3D and Internet connectivity features.

While the next iPhone will likely slow Samsung's handset earnings growth, it will boost the Korean firm's semiconductor earnings as Samsung is the sole producer of processing chips used to power the iPhone and iPad, and also supplies Apple with mobile memory chips, NAND flash and display screens.
